From 1 April 2024, the responsibility for LEP functions across the Enterprise M3 LEP region has transferred to Hampshire County Council and Surrey County Council.

The Enterprise M3 Board met for the last time in March 2024 and Enterprise M3 LEP is no longer operating as an organisation.

Basingstoke South West Corridor to Growth - Phase 1 (Winchester Road Roundabout)

Project description

The A30 is a key access route for Basingstoke, helping to link the town centre and other transport links to the wider strategic road network, such as the M3. This route will also help provide a key access route for local development sites, such as the 3,000 new homes and local services at the Manydown site. The Winchester Road roundabout is a four arm priority controlled roundabout which forms the junction between Winchester Road (east), A30 Ringway South, A30 Winchester Road (West) and A340 Ringway West (North). The A30 Winchester Road provides a link from the Ringway to Junction 7 of the M3 motorway, with onward links to the A303 at Junction 8. The roundabout has been widened along with the approach roads to accommodate more traffic, while installation of traffic lights and upgrading the existing drainage network will ensure less congestion and hold ups during peak times. The main features of the scheme are:

  • Carriageway widening works on the existing approach roads (with exception to Winchester Road to the north)
  • Carriageway widening works on the roundabout
  • Installation of traffic light controlled junctions, with traffic signals on the roundabout
  • Amendments to existing bus turning points
  • upgrading the existing drainage network The scheme:
  • Reduces delays on the approaches to the Winchester Road Roundabout
  • Improves journey time reliability along the A340 and A30 corridor
  • Improves highway safety
  • Supports delivery of housing
  • Supports delivery of jobs

Project output

Part of the Basingstoke South West Corridor to Growth package of projects. Taken together these will provide enabling transport infrastructure to facilitate the delivery of planned housing within Basingstoke - in particular the site allocations to the west and south west (including Manydown (3,400 dwellings), Kennels Farm (350 dwellings), Basingstoke Golf course (1,000 dwellings) and Hounsome Fields (750 dwellings)), amounting to approximately 5,500 new dwellings within the current Local Plan period to 2029. The package will support job creation within Basingstoke town centre, primarily at the Basing View strategic employment site, currently undergoing long-term regeneration and enable further development of the major retail zone in the town centre through improving strategic transport access to these areas. It is anticipated that once fully developed Basing View could create in the region of 4,000 additional jobs in Basingstoke, potentially creating additional GVA of £232,687,040 per annum. Additionally the scheme is forecast to create 145 temporary construction jobs. The gross contribution to the economy of the package is estimated to be an additional £15m of GVA (Direct and Indirect).
