From 1 April 2024, the responsibility for LEP functions across the Enterprise M3 LEP region has transferred to Hampshire County Council and Surrey County Council.

The Enterprise M3 Board met for the last time in March 2024 and Enterprise M3 LEP is no longer operating as an organisation.

Please note that Enterprise M3 LEP staff have transferred to Hampshire County Council to continue to deliver services and activities in Hampshire, including the Growth Hub, the Careers Hub, work on key business sectors, and trade and investment.

Town Mills Andover

Project description

Town Mill Riverside is an urban realm regeneration project.  

The project will:

  • create a new urban park with close links to the High Street, incorporating cycleway and footpath; 
  • remove traffic from the town centre; and 
  • provide direct access to Town Mills car park from the ring road via a new junction. 

The route will run from Andover train station to the town centre, through to Town Mill via Bridge Street/Town Mill Road/Chantry Shopping Centre.

The scheme is aimed at making improvements to pedestrian access along Town Mill and the park to encourage more people to travel sustainably into the town centre. The proposed public realm improvements will enhance the environment and help support the local economy.

Project output

The overall package of work to deliver the Masterplan for the town centre will result in new jobs through a growth in employment floorspace and through the retention of major employers.

The scheme will also help support strategic economic objectives set out in the Andover Vision, strengthening and growing Andover’s evening and night time economy.

Potential impacts on footfall in the high street, which can be linked to more opportunities for spending within the town centre.

Impact on land value / rental uplifts from town centre public realm projects by creating an attractive urban environment.
