Basingstoke South West Corridor to Growth - Phase 3 (Brighton Hill, Roundabout, Kempshott Roundabout and Wallop Drive Roundabout)

Highway junction capacity improvements on the strategically important A30 corridor which is located to the west of Basingstoke.

Project Description

The A30 is a key access route for Basingstoke, helping to link the town centre and other transport links to the wider strategic road network, such as the M3. This route will also help provide a key access route for local development sites, such as the 3,000 new homes and local services at the Manydown site. The scheme consists of junction and on-line improvements to the A30 corridor in Basingstoke, from the Brighton Hill Roundabout and Kempshott Roundabout towards junction 7 of the M3. It addresses existing / forecast congestion issues and delivers additional capacity in order to facilitate strategic development sites identified in the emerging Local Plan and provide infrastructure to serve future development that may be identified to the south west of Basingstoke. The route experiences journey time delays and extended queues in peak periods are primarily centred about the junction along the corridor and the approaches to them. This is forecast to worsen with significant planned development growth in the area. This measures will significantly improve traffic management and capacity and reduce waiting times at peak periods improving access along the A30 corridor and to its adjacent retail parks. The scheme will also reduce severance and accessibility deficits for pedestrians and cyclists by incorporating at grade crossings deemed to be safer and more secure than the existing network of subways.

Key Outputs

Part of the Basingstoke South West Corridor to Growth package of projects. Taken together these will provide enabling transport infrastructure to facilitate the delivery of planned housing within Basingstoke - in particular the site allocations to the west and south west (including Manydown (3,400 dwellings), Kennels Farm (350 dwellings), Basingstoke Golf course (1,000 dwellings) and Hounsome Fields (750 dwellings)), amounting to approximately 5,500 new dwellings within the current Local Plan period to 2029. The package will support job creation within Basingstoke town centre, primarily at the Basing View strategic employment site, currently undergoing long-term regeneration and enable further development of the major retail zone in the town centre through improving strategic transport access to these areas. It is anticipated that once fully developed Basing View could create in the region of 4,000 additional jobs in Basingstoke, potentially creating additional GVA of £232,687,040 per annum. Additionally the scheme is forecast to create 145 temporary construction jobs. The gross contribution to the economy of the package is estimated to be an additional £15m of GVA (Direct and Indirect).
